As the Spending Review draws to a close, the reality of it now comes to pass. This settlement continued the emphasis on achieving efficiencies and for some the achievement of these efficiency targets will be extremely challenging. There is a school of thought however, which believes that setting limited efficiency saving targets of 2.5% - 3% , will result in people only aiming to achieve these. The belief is that there is then no incentive to go way beyond and seek to achieve for example savings of 25 to 30%. Lean thinking is an established approach to continuous improvement. There is little doubt, amongst its advocates, that it is applicable to the public sector – many of the processes and services in the public sector can gain greater efficiency by considering and implementing aspects of lean thinking. So its implementation could help public sector organisations deliver and possible exceed their efficiency targets. This seminar is designed to help those finance professionals whose employing organisations are considering implementing or have implemented lean management. Finance need to play a corporate role in supporting the implementation by developing financial measurement methods that allow the real cash consequences of operating a lean system to be seen. As a service itself, the finance function must also be concerned with improving its efficiency, effectiveness and quality and the programme offers an insight into the application of lean thinking to the finance function.
