The Construction (Design and Management) Regulations 2007 [CDM 2007] came into force April 1, 2007, replacing both the CDM Regulations 1994 and also the Construction (Health, Safety and Welfare) Regulations 1996.
Key aims of CDM 2007 are to integrate health and safety throughout the design and management of a construction project and to discourage the unnecessary bureaucracy which dogged CDM 94. The Health and Safety Executive says . . .paperwork which adds little to the management of risk is a waste of effort and can be a dangerous distraction to the real business of risk reduction. . .
